Testimonials aren't banned outright, but they follow the same rules as everything else you publish: they can't be misleading and can't imply that a past result guarantees a future one. 'They handled my file professionally and kept me informed' is defensible; 'they got my PR approved in 4 months — they'll get yours too' is not.
